    Staffordshire-based heavy transportation and lifting contractor ALE and Dutch large steel construction specialist Ravestein have announced a new joint venture to own and operate submersible jack-up docks.

    The first jack-up dock is scheduled to be launched in the first quarter of 2016.

    As part of the joint venture the companies will provide full operational and logistics services, including marine engineering, project management, seafastening, as well as all aspects of marine operations.

    Commenting on the partnership Michael Birch, ALE’s executive director – UK and Projects, said: “We are delighted to have joined forces with Ravestein, with the opportunity to work together on such an innovative and exciting piece of equipment that will achieve marine operations others simply cannot in the industry.”

    ALE’s scope of work will include providing the project management, engineering and operational scope for all projects involving submersible jack-up docks, such as the Skyjack 3000, which Ravestein have designed as a floating and towable pontoon with the ability to load-in and load-out in shallow water at high capacity.

    The Skyjack 3000 operates as a submersible ship lift that can load-in and load-out structures weighing up to 3,000 ton.

    It is suited to work globally across the civil, offshore, oil and gas, and renewables sectors.

    A floating and towable platform gives the jack-up dock the ability to be used as a barge.

    It can also be used underneath an offshore platform as a way of lifting and lowering a platform for installation and decommissioning.

    Engineering project management firm, Amec Foster Wheeler has announced a focus on “increasing operational efficiency” in order to remain competitive in a “challenging market.”

    “Amec Foster Wheeler is asset light and has a flexible business model which means that we can adapt easily to meet project demands. One of our other key differentiators is that we also work across non-hydrocarbon end markets and are able to pursue a variety of opportunities,” said Roberto Penno, group president for Amec Foster in Asia, Middle East, Africa & Southern Europe.

    The focus on efficiency comes in the wake of weak results from the firm which expects its profit margins to decline in the second half of the year. In a recent trading update the firm announced it was looking to increase cuts from $US55 million to $US180 million by 2017.

    Despite the weak results, the EPC remains confident about the outlook of the market in the Middle East. “While the market is challenging, we are in a strong position and committed to delivering long-term operational efficiency for our customers, regardless of the oil price,” Penno said.

    The firm has continued to expand in the Middle East, most recently winning a contract extension for the UZ750 project in the Upper Zakum field and pursuing large-scale projects in Kuwait, Saudi Arabia, Iraq, Qatar and Oman.

    Canada’s Port Metro Vancouver has shortlisted five candidates out of more than ten companies and consortia which had initially submitted their bids to operate the proposed Roberts Bank Terminal 2 Project, a new three-berth container terminal at Roberts Bank in Delta, British Columbia.

    Port Metro Vancouver has chosen Abu Dhabi Terminals, Grup TCB / Mitsubishi Corp consortium, Ports America, PSA International, and Terminal Link / CMHI consortium to move forward to the Request for Proposals stage.

    Once chosen, the terminal operator will be in place for a period of up to 40 years and will be responsible for terminal facilities, equipment and ongoing container handling operations.

    The new container terminal is expected to provide 2.4 million twenty-foot equivalent units of container capacity per year. Subject to environmental permits and approvals, and a final investment decision, construction of the terminal could begin in 2018.

    Port Metro Vancouver has initiated Project procurement in parallel with the environmental assessment process to ensure that the capacity provided by the project can be available when it is required in the mid-2020s.

    Tokyo-based Astomos Energy Corporation has ordered three Very Large Gas Carriers (VLGC) at two Japanese shipyards, bringing its order book to ten newbuildings.

    Under the deal, the company has ordered two 82,200-cbm LPG ships at Kawasaki Heavy Industries that are scheduled for delivery in the first half of 2019.

    Astomos has also placed an order at Mitsubishi Heavy Industries Shipbuilding Co., Ltd., a Group company of Mitsubishi Heavy Industries, Ltd. (MHI), for a very large liquefied petroleum gas carrier featuring 83,000 cubic meters in capacity. The order will be carried out via NYK Line based on a five-year charter agreement the company had signed with Astomos.

    The order marks the very first to be received by Mitsubishi Heavy Industries Shipbuilding since the company’s launch on October 1. The LPG carrier on order is identical to the four vessels Astomos Energy has already ordered at MHI since 2013. Completion and delivery are scheduled for the fourth quarter of 2018.

    The ships will be equipped with the industry’s most advanced systems, including mooring arrangement, to enable passage through the newly expanding Panama Canal, which is expected to become operable in the first half of 2016.

    Besides the newly ordered carrier, Mitsubishi Heavy Industries Shipbuilding will also build or complete the four ships previously ordered by Astomos Energy at MHI.

    Astomos Energy presently operates a fleet of 21 very large LPG carriers. All six vessels owned by the company and 10 of the company’s 15 time-chartered vessels were built by MHI at the Nagasaki Shipyard. Currently Astomos Energy, in its new medium-term business plan beginning in fiscal 2015, is targeting expansion of its LPG transport structure and an increase in its gross LPG handling volume from the current 10 million tons per year (mtpy) to more than 12mtpy by 2017.
